Time-in-Grade: Candidates who are current federal employees and who have had a GS grade in the last 52 weeks must also meet the degree time requirements before the deadline for this announcement. For a GS-14 position, you must have served 52 weeks at the GS-13.

The degree may have been in any occupation, but must have been maintained in the federal service. An SF-50 indicating your eligibility in time in grade must be submitted at the same time as your application file. If the last SF-50 has a validity date within the past year, it might not clearly indicate that you have a one-year grade, as requested in the announcement. In this case, you need to provide an additional SF-50 that clearly shows the time-in-grade of one year.
